Statement of Corporate Intent (SCI)


The SCI is a requirement of Section 39 of the Energy Companies Act 1992 which prescribes the information required to be included in the document.

Statement of Corporate Intent 2023/2024 

It sets out the Board of Directors’ overall intentions and objectives for Marlborough Lines Limited and its subsidiary companies for the year commencing 1 July and the following two financial years.

The SCI is submitted to the Marlborough Electric Power Trust each year for consideration and comment.

Corporate Governance


MLL maintains a Governance Manual which guides its directors and staff on the way in which they conduct their business.

The Governance Manual includes a Code of Conduct, a Board Charter and other policies that assist with upholding high standards of corporate governance best practice.

Asset Management Plan


The Asset Management Plan (AMP) is a requirement of the Electricity Distribution (Information Disclosure) Requirements 2008 and the Electricity Information Disclosure Handbook 2004.

The AMP provides information on how MLL intends to manage its assets to meet consumer demands in the future.

The AMP covers a ten-year planning period from 1 April 2023 to 31 March 2033 and takes into consideration MLL’s strategic planning.

A copy of the current AMP is also available for inspection during ordinary office hours.

Subject to no change to the Electricity Distribution (Information Disclosure) Requirements with respect to Asset Management Plans, it is anticipated that the next AMP, for the ten years to March 2034, will be available on this website and for public disclosure on or before 31 March 2024.

 

Participant Outage Plan


This plan was written to comply with Electricity Authority's Security of Supply Outage Plan (SOSOP).

Under the regulations, participant outage plans (POP) are required to specify the actions that would be taken to reduce the consumption of electricity to:

  • reduce electricity consumption when a supply shortage is declared by the Electricity Authority;

  • comply with requirements of the Electricity Authority's Security of Supply Outage Plan (SOSOP);

  • comply with Electricity Governance (Security of Supply) Regulations 2008 and subsequent amendments; and

  • supplement the Electricity Authority's Security of Supply Outage Plan.

Reducing demand by disconnecting supply to consumers would be a last resort after all other forms of savings, including voluntary savings, had been employed. MLL will always endeavour to keep consumers supplied. MLL will only disconnect consumers when directed to by the Electricity Authority through the Transpower System Operator.

The procedures outlined are in response to major generation shortages including dry year scenarios. How an event is declared and how the Electricity Authority should communicate its requests are detailed.

The main energy saving measure listed is rolling outages and how these are structured and implemented is discussed in the Plan.
